Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Significant resources is devoted on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons flew past – advanced fighter aircraft delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into grim resignation: possibly the incoming missile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon engaged a unmanned aircraft close by, part of a mobile-fire group – probably Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its target.
Periodically, this continued until dawn. Kyiv awoke to the early updates: seven people killed, damage and utility failures in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a reliance that regional partners are clearly incapable to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, certainly, endure.
Political Considerations
It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's occupied territories.
The problem is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not change more in its advantage in the months ahead.
Divergent Views
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but preventing a total frontline collapse until situations evolve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a only one week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
